This law established a civil service system based on merit

This bill established the Civil Service system.

Prior to this bill, government jobs were given to those who supported the political party in office.

The bill also...

o Prohibited members of Congress (or their staff) from soliciting political contributions from any government employee.

o Prohibited the solicitation or receiving of political contributions from a government office.

o Protected government employees from retribution for making (or refusing to make) a political contribution.
